YouTube is taking a significant step towards transparency in the era of advanced artificial intelligence. Starting today, the video-sharing giant is rolling out a new requirement for creators to disclose when their videos contain AI-generated or manipulated content that appears realistic. This move is part of a broader effort by the company to ensure viewers aren’t misled or confused by synthetic content amid the proliferation of powerful generative AI tools.

The new disclosure process

When uploading a video to the platform, creators will now encounter a checklist inquiring whether their content makes a real person say or do something they didn’t do, alters footage of a real place or event, or depicts a realistic-looking scene that didn’t actually occur. This disclosure is designed to help prevent users from being duped by synthetic content that could otherwise be indistinguishable from reality.

The decision by YouTube comes as consumer-facing generative AI tools have exploded in popularity, making it quick and easy for anyone to create compelling text, images, video, and audio that can often be hard to distinguish from the real thing. Online safety experts have raised alarms about the potential for such AI-generated content to confuse and mislead users across the internet, particularly in the run-up to crucial elections in the United States and elsewhere in 2024.

Labeling and consequences

Once a YouTube creator reports that their video contains AI-generated content, the platform will add a label in the description noting that it contains “altered or synthetic content” and that the “sound or visuals were significantly edited or digitally generated.” For videos on “sensitive” topics such as politics, the label will be added more prominently on the video screen itself.

Content created with YouTube’s own generative AI tools, which rolled out in November, will also be clearly labeled, the company stated last year.

It’s important to note that YouTube will only require creators to label realistic AI-generated content that could confuse viewers into thinking it’s real. Creators won’t be required to disclose when the synthetic or AI-generated content is clearly unrealistic or “inconsequential,” such as AI-generated animations or lighting or color adjustments. The platform also won’t require creators “to disclose if generative AI was used for productivity, like generating scripts, content ideas, or automatic captions.”

Enforcement and consequences

Creators who consistently fail to use the new label on synthetic content that should be disclosed may face penalties such as content removal or suspension from YouTube’s Partner Program, under which creators can monetize their content. This step underscores the company’s commitment to enforcing these new transparency measures.

A delicate balance

As generative AI continues to advance at a breakneck pace, platforms like YouTube are grappling with the challenge of embracing the technology’s creative potential while also mitigating its risks. By mandating the disclosure of AI-generated content, YouTube is attempting to strike a delicate balance between fostering innovation and protecting its users from deception.

The road ahead is sure to be complex, as the line between synthetic and authentic content grows increasingly blurred. However, this move by YouTube represents a crucial first step in establishing norms and guidelines for navigating the uncharted waters of the AI age.
