Apple starts age verification in Texas

Apple is rolling out age verification for new Texas accounts this week after a court ruling cleared the way for the state’s app-store law.

Apple is rolling out age verification requirements for new Apple Accounts in Texas this week, after a federal court ruling allowed the state’s app-store age assurance law to move forward. Apple says the changes take effect on June 4, 2026, and they will affect downloads, in-app purchases, and certain major app updates for minors under 18.

What changes in Texas

At the center of this is Texas SB 2420, the state’s App Store Accountability Act, which pushes app stores and developers to verify user age and get parental consent before minors can download apps or make in-app purchases. Apple’s own developer notice says new Apple Accounts in Texas are now subject to those rules because the injunction blocking the law was lifted.

For users, the practical change is straightforward but significant: Apple will require age assurance at account creation in Texas, and accounts for people under 18 must be tied to Family Sharing with parental or guardian consent. Parents will also be able to revoke consent later, which means an app a child was once allowed to use could suddenly become unavailable.

Why Apple had to move

This did not happen in a vacuum. The Texas Tribune reported that a federal appeals court allowed the law to go into effect for now, clearing the way for enforcement after earlier legal friction. Reuters also reported when the law was signed in 2025 that Texas was joining a growing group of states trying to regulate minors’ access to apps through app-store level checks.

Apple has not exactly embraced this model, because it puts the burden on the platform to handle age checks at the point of account creation. But with the court ruling in place, Apple is now adapting its systems to Texas law instead of waiting for a longer legal fight to play out.

What developers need to do

Apple is also shifting work onto app makers. Developers can request age category data through the Declared Age Range API, and they are expected to use the Significant Change API in PermissionKit when an app changes in a way that may require fresh parental consent. Apple also points developers to a new age-rating property in StoreKit and a server notification for cases where a parent withdraws consent.

That matters because the law is not just about whether someone can open the App Store. It also affects what happens after an app is installed, especially if it changes materially or if the parent later decides to pull approval. In other words, developers in Texas are being asked to think less like software publishers and more like compliance operators.

The bigger picture

Texas is one of the largest test cases yet for app-store age verification in the U.S., and whatever happens there will likely be watched closely by lawmakers in other states. Google has already been adjusting its own Play Store policies for similar state-level age rules, which shows this is becoming a broader platform issue rather than a one-off Apple problem.

The bigger debate is familiar by now: supporters say these laws give parents more control and add guardrails for children, while critics worry they create more data collection, more friction, and more responsibility for app stores than for parents or developers. Apple’s Texas update lands right in the middle of that argument, and because the company is one of the most influential gatekeepers in mobile software, its response will shape how this plays out elsewhere.

What to watch next

The key thing to watch is whether this remains a Texas-only compliance shift or becomes a blueprint for more states. The legal fight is still alive, and several reports note the ruling is not necessarily the end of the road, just the point where enforcement can begin for now.

For the moment, though, Apple is making the Texas rule real. If you are in Texas and creating a new Apple Account, or you publish apps that reach Texas users, this is no longer a theoretical policy debate – it is a live requirement.
