New York is making the risks of scrolling the law. This week, Governor Kathy Hochul signed legislation that will require major social platforms to display clear, on-screen warning labels when young people encounter features lawmakers deem “predatory” — things like endless feeds, autoplaying videos and other engagement mechanics designed to maximize time on site. The move puts New York among the first U.S. states to translate the Surgeon General’s public-health warnings about social media into a legal requirement for platforms operating inside its borders.

At the center of the statute is a narrow, functional test: the law covers platforms that offer an “addictive feed” or features that encourage repeated, prolonged use. Lawmakers list examples explicitly — infinite scroll, autoplay, algorithmically curated recommendation streams, visible like counts and push notifications — and instruct state regulators to treat those features as triggers for a warning when a young person first encounters them. The bill’s text gives regulators authority to translate that list into precise technical definitions and to set standards for when and how the labels must appear.

The warnings are not meant to be a buried checkbox. Regulators will require labels to be prominent, time-limited and periodically resurfaced rather than hidden inside terms-of-service screens or a tiny banner users can dismiss instantly. The law anticipates that the state’s mental health authorities will write the exact wording and visual design, and it bars platforms from substituting their own language. Governors’ offices compare the effect they want to achieve to long-standing public-health labels on tobacco and alcohol: transparency that changes how families and young people talk about a product’s risks.

The public-health rationale underpinning the measure leans on a growing, if still contested, body of research and official warnings about adolescent brain development. The U.S. Surgeon General has warned that heavy social-media use can overstimulate reward circuits in adolescents and has linked prolonged engagement with higher rates of anxiety, depression and self-harm symptoms in some studies. New York’s lawmakers and the administration say the labels are a low-barrier, high-visibility way to translate that science into everyday decisions families can make.

For the platforms, compliance will require both product work and new detection capability. Companies must be able to identify when a user under the law’s age threshold is about to enter an “addictive” feed and trigger the approved warning at that moment; the state will set the cadence for repeating the label. The attorney general’s office is charged with enforcement authority and may seek civil penalties for violations — a penalty structure described in reporting on the package that industry lawyers say will make quiet, partial compliance an unattractive option for large firms.

The law does not flip on overnight. As with many tech-regulation efforts, it creates a framework that depends on state rulemaking to spell out technical details before enforcement begins. Regulators must finalize the rules, publish the approved label designs and set an effective date that gives companies time to implement changes; the timeline TechCrunch and others outline suggests months of rule drafting and public comment before New Yorkers will actually start seeing the warnings in their feeds.

The New York law arrives amid a global policy churn over how — and whether — governments should respond to the attention economy. Some countries have pursued access limits or age checks; others are focused on content moderation or algorithmic transparency. New York’s approach sits somewhere between consumer warning and product regulation: it doesn’t block features or force platforms to redesign them, but it makes state-mandated disclosure the price of offering them to young users in New York. That difference is central to the debate about whether labels will be meaningful or merely symbolic.

Supporters argue the labels could reframe conversations at home, in schools and between regulators and companies. If a platform must show, in plain language, that a design choice is associated with potential harms to youth, advocates say that creates leverage for families and could eventually nudge product teams toward less coercive interfaces. Skeptics — including some civil-liberties and industry groups — say mandated speech raises First Amendment questions and that labels alone are a blunt instrument against complex, data-driven recommendation systems. Legal challenges are likely.

Practical questions remain unresolved. How will platforms reliably verify age within the bounds of privacy law? What exact wording will best communicate risk without overstating causation? Will savvy teens find workarounds by changing device settings or using VPNs? The regulatory process the law sets in motion is intended to force those technical and policy tradeoffs into public view, but whether that process produces clear, enforceable, and effective standards is the open question.

For parents and educators, the law is both a tool and a test. It gives officials a way to point to state-approved language when advising families; it also shifts attention to the hard work of digital literacy — helping teens understand how design choices shape choices. For platforms, the challenge will be operational: detecting context, choosing placement that meets New York’s legal threshold, and doing so without degrading legitimate, beneficial uses of social apps. For lawyers and judges, the coming months will likely mean litigation that tests how far states can go in regulating interfaces and compelled warnings on privately operated networks.

The law is an experiment in lawmaking as much as in public health: it borrows a familiar regulatory idea — consumer warning labels — and applies it to software behavior rather than packaged goods. Whether labels will substantially alter teen behavior or corporate design priorities is uncertain; what is certain is that New York has moved the conversation out of academic journals and advisory reports and into the product flows where young people spend hours every day. The debate that follows will determine whether that change is cosmetic, consequential, or somewhere in between.
